Who is a Disabled Person?According to Article 2 of Law 09/02 concerning the Protection and Promotion of Disabled Persons in Algeria, a disabled person is defined as:Every person who suffers from long-term physical, intellectual, sensory, or mental impairments that may prevent them, when dealing with various barriers, from fully and effectively participating in society on an equal footing with others.Prevention and Early Detection of Disabilities:This is achieved through the following plans and programs:General Policy for the Prevention of DisabilityField studiesAwareness campaignsVaHow to Declare a Disability:Declaration by the parents to the ccination programsPrenatal careDisability Declaration:Disability Declaration is Mandatory(Article 13 of Law 02/09 on the Protection and Promotion of Disabled Persons)municipality or the Directorate of Social Activities.Declaration by the doctor.Declaration by the legal guardian.(Article 13 of Law 02/09 on the Protection and Promotion of Disabled Persons)Disability Card:A card that classifies its holder as disabled.Gives the holder the legal status to benefit from the advantages of disabled persons.(Article 09 of Law 02/09 on the Protection and Promotion of Disabled Persons)Birth certificateResidence certificateNational ID cardTwo passport-sized photosPhotocopy of the national ID cardApplication form to be obtained from the municipality and filled out by the doctorDeclaration of honorHow to Obtain a Disability Card:Submit a medical and administrative file to the municipality. The municipality will then forward the file to the Directorate of Social Activities for the wilaya.The file will be presented to the medical committee.
